An 18-year-old student, Luqman Ryad al-Iliwi al-Nasief, who was in his last year of high school, was killed on February 28, 2024, by Syrian Democratic Forces (SDF) artillery forces who fired multiple shells at a popular market in al-Mayadeen city in eastern rural Deir Ez-Zour governorate. Three other civilians were injured in the shelling, although the market facilities were undamaged. The area is under the control of Syrian regime forces.
The Syrian Network for Human Rights (SNHR) notes that through the act of killing, the SDF has again violated UN Security Council resolutions 2139 and 2254, which prohibit indiscriminate attacks.
The SDF has also violated the rules of international humanitarian law on distinguishing between civilians and fighters, which only aims to spread panic among civilians.
