Two civilians from Ma’dan city in the eastern suburbs of Raqqa governorate, named as Mustafa al Dalleh, and Asaad al Wahab, aged 19 and 22 respectively, were shot dead by unidentified gunmen on April 18, 2021, while they were herding sheep in the Badiya (desert area) of al Khamisiya village in the eastern suburbs of the governorate which is controlled by Syrian Democratic Forces. The gunmen also stole the livestock being herded by the victims.
SNHR is still trying to contact witnesses to obtain more details of the incident.
SNHR condemns all attacks of this nature which target and kill civilians and calls on the governing forces in each area to bear responsibility for protecting civilians in the areas under their control, and to conduct investigations into all such incidents and reveal their findings to the public. Stability will not be achieved in Syria without achieving a political transition towards democracy implemented according to a strict timetable.
