The Syrian Network for Human Rights (SNHR) documented that Israeli occupation forces carried out no fewer than two ground incursions in two areas of Quneitra governorate on April 22 and 23, 2025. The Israeli forces entered the areas without any prior announcement, sparking a state of anxiety among the local population. This incursion is part of the repeated Israeli military operations aimed at imposing a new security reality through ground incursions that threaten the stability of civilians.
The incursions involved the entry of Israeli military units, during which the forces engaged in several practices, most notably: searching a number of homes in the two areas, as well as entering the courtyard of al-Qahtaniya School in Quneitra governorate during official school hours.
The areas targeted by the incursions:
- Al-Asha village
- Al-Qahtaniya village (various neighborhoods)
Preliminary information indicates that the Israeli incursion did not lead to direct confrontations, but it caused fear and unrest among the residents, amid concerns of escalating tensions in the area. It is worth noting that the targeted areas are under the control of the transitional government in Syria and have been administered civically since the fall of the Assad regime on December 8, 2024.
These operations constitute a clear violation of the sovereignty of the Syrian Arab Republic and a breach of international law, including Article 2(4) of the United Nations Charter, which prohibits the use of force against the territorial integrity of any member state, as well as the Disengagement Agreement signed between Syria and Israel in 1974. Furthermore, the continued Israeli incursions into border areas pose a direct threat to the security of the civilian population and increase the likelihood of forced displacement or the imposition of illegal military arrangements in the area.
SNHR calls on the United Nations and the international community to take urgent action to put an end to these repeated violations, ensure respect for Syria’s sovereignty, and protect civilians from any practices that could lead to forced demographic change or the imposition of a new occupation reality.
