A 15-year-old boy, named Ibahim Mousab Haj Mousa, from Saraqeb city in the suburbs of Idlib, was killed on April 9, 2023, by a shell fired by Syrian regime artillery forces which exploded near the medical dispensary in the center of Sarmin city in the eastern suburbs of Idlib governorate. The shelling also caused minor material damages to the dispensary building.
The Syrian Network for Human Rights (SNHR) notes that four other children, including a baby, sustained injuries of varying severity in the same regime bombardment of residential neighborhoods in the city. The area is under the joint control of armed opposition factions and Hay’at Tahrir al-Sham (HTS).
SNHR condemns bombardment of populated areas by Syrian regime forces. It should be noted that, through this and similar attacks, Syrian regime forces have repeatedly violated Security Council resolutions 2139 & 2254, both of which categorically prohibit indiscriminate attacks, as well as violating the rules of international humanitarian law on distinguishing between civilians and fighters. Such attacks aim solely to spread fear and panic among civilians, drive them from their lands and homes, and forcibly displace them. It is estimated that 6.5 million people are currently internally displaced in Syria.
