A man named as Mohammad Jawda al-Refa’i, from Semlin town in the northern suburbs of Daraa, where he worked as an administrative employee in one of the town’s schools, was shot dead on January 3, 2023, by gunmen whom we have not yet been able to identify in the town, which is under the control of Syrian regime forces.
The Syrian Network for Human Rights notes that Mohammad was shot as the gunmen were firing at a military checkpoint for Syrian regime forces, while he was standing near the checkpoint waiting for a bus on its way to Daraa city to be allowed through. We are still trying to locate eyewitnesses to obtain more information about the incident.

We condemn all acts of killing targeting civilians and call on the controlling parties to uphold their responsibilities for protecting civilians living in areas under their control, and to launch an investigation into this incident and make its results known to the public. Syria will never have true stability without a true political transition process to implement democracy under a concrete timetable.
