On March 27, 2025, Israeli occupation forces launched a dual attack targeting the outskirts of Latakia city. Fixed-wing aircraft carried out multiple missile strikes, coinciding with missile bombardment from Israeli occupation warships. The attacks targeted al-Abyad port, which houses the headquarters of the 110th Brigade of the Syrian Naval Forces.

According to information obtained by the Syrian Network for Human Rights (SNHR) from reliable local sources, the attack struck ammunition depots, resulting in the destruction of military equipment and vehicles, in addition to injuring a guard affiliated with the Syrian Ministry of Defense at the targeted site. The area targeted is under the control of the Syrian transitional government. falls under the authority of the Syrian Transitional Government.

SNHR must stress that this attack is part of a systematic policy aimed at terrorizing the local population and imposing a new security reality, which constitutes a clear violation of the principles of international law. It also represents an assault on the sovereignty of the Syrian Arab Republic and a breach of Article 2(4) of the United Nations Charter, which prohibits the use of force against the territorial integrity of any member state. Furthermore, Article 51 of the Charter permits the use of force only in cases of self-defense, which has not been demonstrated in this attack.

SNHR also emphasizes that the justifications previously provided by Israeli forces to rationalize their attacks on Syrian territory are no longer valid, particularly after the fall of the Assad regime on December 8, 2024. However, Israeli forces continue to carry out military strikes, leading to the intimidation of civilians and destabilization in Syria.

The continuation of these attacks constitutes a flagrant violation of the 1949 Geneva Conventions, as well as the Disengagement Agreement signed between Syria and Israel in 1974, which obligates all parties to protect civilians and ensure their security.

SNHR calls on the international community to take immediate action to halt these repeated violations, uphold Syria’s sovereignty, and hold Israel accountable for its unlawful practices that threaten security and stability in the region. It also urges the UN Security Council to take concrete steps to ensure that those responsible for these attacks do not evade accountability and to put an end to the targeting of civilians through military force.
