The Syrian Network for Human Rights (SNHR) has documented at least three ground incursions carried out by Israeli occupation forces in areas of Quneitra governorate between March 21 and March 24, 2025. Israeli occupation forces entered the region without prior announcement, causing anxiety and apprehension among local residents. This incursion is part of Israel’s ongoing military operations aimed at imposing a new security reality through ground operations that threaten civilian stability.
These incursions involved Israeli occupation military units carrying out a number of actions, primarily the arrest/detention of individuals and attempts to distribute humanitarian aid.
Areas targeted
Al-Isha village (residential neighborhoods)
Um Al-Azam village: Israeli occupation forces raided civilian homes and arrested/detained four young men from the village before releasing them two hours later.
Abu Tina village: Israeli occupation forces entered the village and attempted to distribute aid to residents but were met with rejection.
Preliminary information indicates that the Israeli incursion did not result in direct confrontations. However, it caused fear and unrest among residents amid concerns over escalating tensions in the region. The targeted areas are under the administration of the Syrian transitional government and have been civilian-run since the fall of Bashar al-Assad’s regime on December 8, 2024.
These operations constitute a clear violation of the sovereignty of the Syrian Arab Republic and a breach of international law, including Article 2(4) of the United Nations Charter, which prohibits the use of force against the territorial integrity of any member state. Additionally, they violate the 1974 Disengagement Agreement between Syria and Israel. The continued Israeli incursions into border areas pose a direct threat to civilian security and increase the likelihood of forced displacement or the imposition of unlawful military arrangements in the region.
SNHR calls on the United Nations and the international community to take urgent action to end these repeated violations, ensure respect for Syria’s sovereignty, and protect civilians from any measures that could lead to forced demographic change or the establishment of a new occupation reality.
