On January 21, 2025, Syrian Democratic Forces (SDF) used a rocket launcher to fire multiple rockets containing incendiary ammunition at Tal Arsh village to the east of Manbij city in eastern rural Aleppo governorate. The attack killed two local girl siblings, identified as 14-year-old Hanan and 13-year-old Hayat Farouq al-Mughir al-Shlash, and injured 13 others, including five children and two women. The area targeted is under the control of the Syrian National Army (SNA).

The Syrian Network for Human Rights (SNHR) notes that, through this attack, SDF has unequivocally violated UN Security Council resolutions 2139 and 2254, which prohibit indiscriminate attacks.
SDF has also violated the rules of international humanitarian law on distinguishing between civilians and fighters, which only aims to spread panic among civilians.
