Two men, identified as Abdullah Hassan al-Ulwan and Ismail Khlouf Hamadi al-Shaher, were killed on November 6, 2023, in an attack by Syrian Democratic Forces (SDF) who fired multiple mortar shells at al-Mayadeen city in eastern Deir Ez-Zour governorate. The area is under the control of Syrian regime forces.
The Syrian Network for Human Rights (SNHR) notes that, through these attacks, the SDF, has again unequivocally violated Security Council resolutions 2139 & 2254, both of which categorically prohibit indiscriminate attacks, as well as violating the rules of international humanitarian law on distinguishing between civilians and fighters. Such attacks aim solely to spread fear among civilians.
