The body of the local council head for Tal al Karama village in north of Idlib governorate, named as Ibrahim Muhammad Hananou, a native of the village, was discovered, bearing a gunshot wound, on September 20, 2021, by residents of a mountainous area to the south of the village one day after he went missing.
Although the SNHR is unable to identify the party responsible for killing the civilian, the area is under the joint control of factions from the Armed Opposition and Hay’at Tahrir al Sham. Despite the controlling forces bearing responsibility for revealing the killer’s identity, they have not launched any investigation which increases the suspicion of their involvement in the killing.
