The director of the Civil Registry Department of the Syrian National Army-affiliated local council in Ras al Ein city in northwest Hasaka governorate, named as Manaf al Abdullah, a native of Ras al Ein city, was arrested on September 14, 2021, by gunmen affiliated with the Syrian National Army during a raid on his workplace in the building housing the department in the city, and taken to an undisclosed location.
SNHR notes that no member of Manaf’s family was informed of his arrest or whereabouts, with his phone being confiscated, preventing him from contacting his family. SNHR fears that he will be subjected to torture and ultimately classified as forcibly ‘disappeared’, like approximately 85 percent of all detained persons in Syria.
SNHR can confirm that at least 3,641 Syrian citizens are still detained or forcibly disappeared in the armed opposition’s detention centers, constituting a grave threat to the detainees’ wellbeing.
