SNHR: a civilian was injured as Syrian regime forces artillery- stationing in the missile base in northwest of Daraa city- fired a shell on Daraa al Balad area in the middle of Daraa city, on March 23, 2019. We note that this is the first time this area is shelled since the reconciliation agreement between Russian forces and negotiating committee on behalf of the area’s families went into effect in last July, which provides that the area is controlled by factions in the armed opposition.
