A man from Raqqa governorate, named as Ali Mousa al Sa’af, was shot dead on August 16, 2021, by Syrian regime forces while he was at the Sadd al Furat Lake near Halawa village which is administratively a part of al Tabaqa city in the western suburbs of Raqqa governorate.
SNHR notes that Syrian regime forces have committed another violation of international humanitarian law through this indiscriminate killing, for which the perpetrator must be held accountable.
