Ahmad al Hallaq, Mohammad al Naqouh and Saleh Jubran al Arafat, member of munitions removal team of Civil Defense, were killed on December 13, 2019, in the explosion of remnants of previous bombing by Syrian- Russian Alliance forces on Qastoun village in the western suburbs of Hama governorate while they worked in removing munitions. Yet, the remnants of weapons constitute a real threat to civilians in the areas controlled by factions of armed opposition. SNHR has issued a number of reports on cluster munitions and remnants of weapons where we urged to have special equipment that helps civilians in removing explosive remnants.
