Najm Deeb al Asfar was killed on October 20, 2019, in the explosion of a cluster munition of remnants of previous shelling by Syrian- Russian Alliance forces on Ma’aret al Numan city in the southern suburbs of Idlib governorate. Yet, the remnants of weapons constitute a real threat to civilians in the areas controlled by factions of armed opposition. SNHR has issued a number of reports on cluster munitions and remnants of weapons where we urged to have special equipment that helps civilians in removing explosive remnants.
