SNHR: Fixed- wing warplanes we believe were Russian fired missiles near a building sheltering IDPs in al Dahr village which is administratively a part of Darkoush city in the western suburbs of Idlib governorate, resulting in casualties and severely damaging the building, on September 11, 2019, We note that the bombing is the first by Russian forces since the truce declared by the forces in the fourth de-escalation zone on August 31, 2019.
