SNHR: at least 21 civilians, including 13 children and 5 women, killed due to explosion in Wadi al Naseem south of Idlib city, on April 9, 2018, we were unable to identify the type of the explosion or the perpetrating party as of this writing as it is difficult to identify the responsible party.
