فيصل رعيان المخلف، من أبناء حي البدو وسط مدينة الرقة، من مواليد عام 1973، قُتل في 25 تشرين الثاني 2017، جراء انفجار لغم أرضي زرعه تنظيم داعش في حي البدو، قبل انسحابه من الحي.
