Man named Faris Mousa killed by General Security personnel in Latakia, April 27, 2025

A man, identified as Faris Habib Mousa from Fdiou village in northern rural Latakia governorate, was fatally shot on Sunday, April 27, 2025,  by personnel from the General Security Directorate, which is affiliated with the transitional government’s Ministry of Interior, during a raid on Fdiou village in search of a fugitive.

According to information obtained by the Syrian Network for Human Rights (SNHR) from reliable local sources, the General Security personnel shot Faris as attempted to flee, critically injuring him. He later died from his wounds. Local sources suggested that he was mistakenly identified as another person with a similar name. His decision to flee may have stemmed from a fear of being detained.

SNHR strongly condemns this killing, which constitutes a blatant violation of international human rights law, particularly the right to life. International human rights law prohibits all forms of extrajudicial, summary, or arbitrary executions.

SNHR must also stress the need for an independent investigation into the incident, accountability for those responsible, compensation for the victim’s family, and concrete guarantees to prevent similar violations in the future.
