On April 18, 2025, a woman and her two twin daughters, identified as Manal Salama and her daughters 19-year-olds Luna and Leen Mohammad who are university students, were shot dead by unidentified gunmen in Karm al-Luz neighborhood in Homs city. As of this writing, the perpetrators remain unknown. The area is under the control of the current transitional authorities in Syria.

According to the information gathered by the Syrian Network for Human Rights (SNHR) from reliable local sources, the three, who are originally from Qerb Ali village in western rural Homs governorate, were shot by unidentified gunmen from a passing motorbike near their house, which is located near al-Fath School in Karm al-Luz neighborhood, and died immediately from the gunshots. SNHR is still trying to locate eyewitnesses to obtain more information and document all the relevant details about this incident.

SNHR calls on the transitional government to uphold its legal and security responsibilities in protecting civilians and ensuring their safety, and to launch a transparent and independent investigation into the incident with the aim of identifying the perpetrators and bringing them to justice. This would help curb the recurrence of such crimes and prevent the spread of impunity.

SNHR must also stress that achieving stability in Syria requires reinforcing the rule of law and strengthening efforts toward justice and accountability to ensure that perpetrators of violations do not escape punishment and to move forward in building a state that respects human rights.
