On December 18, 2024, Syrian Democratic Forces (SDF) used a rocket launcher, stationed to the east of Tishreen Dam in southeastern Manbij city in eastern rural Aleppo governorate, to fire a rocket at Abu Qalqal subdistrict to the south of Manbij city in eastern rural Aleppo governorate. The rocket killed a local man, identified as Abdul Ghani al-Marij, when it landed near his house. The area targeted is under the control of the Syrian National Army (SNA).
The Syrian Network for Human Rights (SNHR) notes that, through this attack, SDF has unequivocally violated UN Security Council resolutions 2139 and 2254, which prohibit indiscriminate attacks.
The SDF has also violated the rules of international humanitarian law on distinguishing between civilians and fighters, which only aims to spread panic among civilians.
