On January 21, 2024, a civilian man and his baby daughter suffered suffocation symptoms as a result of the explosion of a coal heater, whose cause we have not yet been able to identify, in their residence in Hayfa al-Karmal Camp in the Jabal Kelli area in northern rural Idlib governorate. The explosion also destroyed two walls of the residence. The area is under the control of armed opposition factions and Hay’at Tahrir al-Sham (HTS).

The Syrian Network for Human Rights (SNHR) is still trying to locate eyewitnesses to obtain more information about the incident.

We call on the controlling forces to uphold their responsibilities for protecting civilians in their areas, to investigate this incident, and to make the investigation’s findings known to the public. Syria will never have true stability without a genuine political transition process towards democracy within a fixed timetable.
