On Monday, April 28, 2025, Hasan Ibrahim Qazaq, age 70, from Beit Yashout Village in the suburbs of Latakia Governorate, and a resident of al Ramila Neighborhood in Jabla City was shot dead by personnel of the defense ministry of the transitional government, while he was in the vicinity of the Military Naval College near Jabla City, which is an area under the control of the transitional government.
According to information obtained by the Syrian Network for Human Rights from reliable local sources, personnel stationed at the Military Naval College shot Hasan as he entered his farmland near the college, killing him instantly. The sources indicated that the victim entered his land without prior coordination with the naval college’s officials, which has been considered a paramilitary zone since escalating security tensions and attacks carried out by outlaw armed groups linked to the Assad regime in early March 2025.
Another civilian Bassam Hasan was also wounded when he was shot by personnel stationed at the naval college, as he attempted to reach the scene to provide medical aid to Hasan.
The Syrian Network for Human Rights condemns this killing, which constitutes a flagrant violation of international human rights law, particularly the right to life, which prohibits all forms of extrajudicial, summary, or arbitrary killing.
SNHR calls on the transitional government to open an independent and transparent investigation into the incident, to identify those involved, and hold them accountable. It also emphasizes that the transitional government’s responsibility is not limited to taking subsequent measures, but also includes taking urgent and effective steps to prevent the recurrence of such violations and address their underlying root causes, most notably the lack of security and poor organization within its forces and formations.
