On March 17, 2025, Ein al-Tannour water station, located west of al-Qsair city in western rural Homs, was targeted in a rocket attack believed to have been carried out by Hezbollah personnel, according to reliable local sources. The attack resulted in massive fires at the station, along with significant material damage to its building and equipment, impacting water supply in the area. The area targeted is under the control of the Syrian transitional government.

The Syrian Network for Human Rights (SNHR) notes that Ein al-Tannour is a water spring and a tributary of the Orontes River, where a filtration and pumping station has been established to supply drinking water to several neighborhoods in the cities of Homs and Hama.

The border area with Lebanon in rural Homs has been witnessing escalating security tensions, following a military operation launched by the Syrian Ministry of Defense on March 16, 2025. This operation came in response to Hezbollah elements kidnapping three members of the Syrian Ministry of Defense near the Zita Dam area, adjacent to the Syrian border. The kidnapped personnel were taken into Lebanese territory, where they were stoned to death, leading to clashes between the two sides.

SNHR affirms that targeting civilian facilities constitutes a blatant violation of international humanitarian law, which obligates all parties to the conflict to protect and spare civilian infrastructure. The attack on Ein al-Tannour Water Station is yet another example of the grave violations that threaten civilian lives and affect essential public services.

SNHR must also stress that such actions exacerbate instability in Syria and undermine the transitional government’s efforts to rebuild civil institutions and manage the transitional phase peacefully and stably.

SNHR calls on the international community to take urgent action to halt these violations and ensure respect for Syrian sovereignty. It also stresses the necessity of holding those responsible for attacks on civilian infrastructure accountable, given their direct impact on the lives and fundamental rights of the population.
