On March 13, 2025, at approximately 14:00 local time, Israeli occupation air force fired two missiles in the Mashrou Dummar area in Damascus city. The attack, which is believed to have been conducted using a remotely piloted drone, targeted a residential building in the area. As a result, four civilians, including two women, sustained varying degrees of injuries. The attack also caused heavy destruction to the building targeted, and damaged two adjacent buildings and other civilian property. The targeted area is under the control of the Syrian transitional government.
It is worth noting that the Syrian Network for Human Rights (SNHR) documented multiple attacks carried out by the Israeli occupation forces on March 10 and 11, 2025, in areas across the governorates of Daraa, Quneitra, Rural Damascus, and Suwayda. Most of these airstrikes targeted empty military positions that had remained unoccupied since the downfall of the Assad regime on December 8, 2024, without resulting in human casualties.
These attacks are part of a systematic policy aimed at terrorizing the local population and imposing a new security reality, which contradicts the principles of international law. This aggression constitutes a blatant violation of the sovereignty of the Syrian Arab Republic and a breach of Article 2(4) of the United Nations Charter, which prohibits the use of force against the territorial integrity of any member state. Furthermore, it contradicts Article 51 of the Charter, which permits the use of force only in cases of self-defense, a condition that was not met in this attack.
SNHR must stress that the justifications presented by Israeli forces for launching attacks on Syrian territory are no longer valid, particularly following the downfall of the Bashar al-Assad regime on December 8, 2024, the withdrawal of Iranian militias from Syria, and the return of the Syrian army under the leadership of the transitional government.
Israel’s continued use of military force to intimidate civilians and destabilize southern Syria constitutes a flagrant violation of the Geneva Conventions of 1949 and the Disengagement Agreement signed between Syria and Israel in 1974, which obliges all parties to protect civilians and ensure their safety.
Accordingly, SNHR calls on the international community to take immediate action to put an end to these repeated violations, ensure respect for Syria’s sovereignty, and hold Israel accountable for its unlawful practices that threaten security and stability in the region.
