On September 22, 2023, the body of a man, identified as Mohammad al-Hussein al-Abdul Razzaq who was the mukhtar (headman) of Mahkan town in eastern rural Deir Ez-Zour governorate, was found by local residents near the bank of the Euphrates River in the town bearing gunshot wounds.

The area is under the control of Syrian regime forces. The Syrian Network for Human Rights (SNHR) has not yet been able to identify Mohammad’s killers, with the controlling forces bearing responsibility for identifying his killers.

A man, identified as Nassir Badri al-Khiri, was killed on September 22, 2023, by a Syrian Democratic Forces (SDF) sniper who shot him while he was fishing in the Euphrates River in Jarablos city in eastern rural Aleppo governorate.  SNHR notes that through this and other acts of killing, the SDF has violated international human rights law, and calls for the perpetrators to be held accountable.
