Abdul Razzaq Ahmad al-Qastal, an internally displaced person (IDP) born in 2005, from al-Samra village in the suburbs of Hama governorate, was living in Zardana town in the suburbs of Idlib governorate when he was arrested on March 11, 2023 by personnel from the Turkish Border Guard, known as ‘Gendarmerie’ near the town of Harem in western Idlib suburbs on the Turkish-Syrian border as he attempted to enter Turkey illegally. He was taken to a nearby Gendarmerie detention center, where he was tortured to death. The next day, his body, bearing visible signs of torture, was dumped at the Bab al-Hawa crossing on the Syrian-Turkish borders in Idlib governorate’s northern suburbs.The Turkish authorities must launch an investigation into this crime and refer the perpetrators to the judiciary to hold them accountable, as well as making the facts of what happened known to the public and compensating the victim’s family. The Turkish authorities must find practical and safe solutions that facilitate the movement of Syrian civilians seeking safe shelter to cross the border from Syria into Turkey.
