Mamdouh Mohammad al-Azzam, man aged 28, and Qasem Yahya al-Oudat, man aged 32, were shot dead on January 24, 2023, by gunmen we have not yet been able to identify in Tseel town in the western suburbs of Daraa, which is under the control of Syrian regime forces. We condemn all acts of killing targeting civilians. We call on the controlling parties to uphold their responsibilities for protecting civilians living in areas under their control, and to launch an investigation into this incident and make its details known to the public. Syria will never have true stability without a true political transition process to implement democracy established according to a fixed timetable.
