SNHR: fixed- wing warplanes we believe were Russian fired missiles on Children’s and Women’s Hospital in Balyoun village in Jabal al Zaweya area in the southern suburbs of Idlib governorate, severely destroying its building, on February 23, 2020. We note that the hospital went of service five months ago due to the military campaign carried out by Syrian- Russian alliance forces in the fourth de-escalation zone since April 26, 2019.
