Khalil Ibrahim al Dakhil, from Tal Abyad city in the northern suburbs of Raqqa governorate, was arrested on August 25, 2019, by Syrian Democratic forces in al Meshlib neighborhood in Raqqa city and taken to an undisclosed location.
